各县(市)、区人民政府,各开发区管委会,市政府各部门:
现将《襄樊市旅游区(点)质量等级评定管理办法》印发给你们,请结合实际贯彻执行。

襄樊市旅游区(点)质量等级评定管理办法
第一章总则
第一条为了促进全市旅游业的发展,提升旅游区(点)的品位、档次和知名度,全面推动我市旅游区(点)质量等级评定工作,规范旅游区(点)质量管理,提高服务水平,促进旅游区(点)质量等级评定工作的规范化、制度化,根据国家旅游局《旅游区(点)质量等级评定办法》的规定,结合本市实际,制定本办法。
第二条本办法适用于本市行政区域内旅游区(点)的质量等级评定工作。
凡在本市行政区域内,正式开业接待旅游者一年以上的旅游区(点),包括风景区、文博院馆、度假区、自然保护区、森林公园、主题公园、游乐园、动物园、植物园、美术馆等,均可申请参加旅游区(点)质量等级评定。
第三条国家旅游局负责全国旅游区(点)质量等级评定工作。国家旅游局设立旅游区(点)质量等级评定委员会,负责全国旅游区(点)质量等级评定的组织、领导工作,并具体负责评定AAAA级和AAA旅游区(点)。
省旅游局设立地方旅游区(点)质量等级评定机构,在国家旅游局旅游区(点)质量等级评定委员会的指导下,负责本地区旅游区(点)质量等级评定工作,具体负责本地区AA级和A级旅游区(点)的评定和向国家旅游局推荐本地区符合条件的AAAA级、AAA级旅游区(点)。AA级、A级旅游区(点)评定需向国家旅游局备案。
市旅游行政管理部门负责全市旅游区(点)质量等级评定的申报、推荐和审核工作。
各县(市)区、各开发区旅游行政管理部门负责各自行政区域内的旅游区(点)质量等级评定的申报、推荐和审核工作。
第二章等级的申报和评定
第四条旅游区(点)质量等级评定,依据下列标准进行:
(一)旅游区(点)质量等级的划分与评定)(GB/T17775—1999)国家标准;
(二)《旅游区(点)质量等级的划分与评定》服务质量与环境质量评分细则;
(三)《旅游区(点)质量等级的划分与评定》景观质量评分细则;
(四)《旅游区(点)质量等级的划分与评定》游客意见评分细则。
第五条国家AAAA、AAA级旅游区(点)申报程序如下:
(一)旅游区(点)向所在地县级以上旅游行政管理部门(含县级,下同)提交申请报告;
(二)所在地县级以上旅游行政管理部门审核;
(三)省级旅游行政管理部门审核、推荐;
(四)国家旅游局组织评定;
(五)国家旅游局审批、公告。
第六条国家AA、A级旅游区(点)申报程序如下:
(一)旅游区(点)向所在地县级以上旅游行政管理部门提交申请报告;
(二)所在地县级以上旅游行政管理部门审核;
(三)省级旅游行政管理部门组织评定;
(四)省级旅游行政管理部门审批、公告。
第七条旅游区(点)质量等级的产生,严格按照“自检—申报—初评—评定—审批—公告”的程序进行。各旅游区(点)根据国家标准及各项评定细则进行自检,认为达到要求的可向当地县级以上旅游行政管理部门申报。经当地县级以上旅游行政管理部门审核后,报上级具有评定权限的旅游局旅游区(点)质量等级评定机构进行初评。初评合格的AAAA级、AAA级旅游区(点),省旅游局负责向国家旅游局推荐,经国家旅游局质量等级评定机构评定,由国家旅游局审批、公告;初评合格的AA级、A级旅游区(点),由省旅游局组织评定、审批、公告,并向国家旅游局备案。
第八条旅游区(点)质量等级的评定,由具有权限的旅游区(点)质量等级评定机构组织具备资格的检查员组成评定小组具体执行。AAAA级、AAA级旅游区(点)质量等级评定小组原则上由三至五人组成,评定组长由国家旅游局质量等级评定机构委派。AA级、A级旅游区(点)质量等级评定小组的构成和资格,按省旅游局的具体规定执行。
第九条旅游区(点)质量等级评定的具体工作由检查员承担,国家旅游局旅游区(点)质量等级评定委员会设国家级检查员,负责对全国各质量等级的旅游区(点)进行评定与复核过程的检查;省旅游局旅游区(点)质量等级评定机构设地方级检查员,负责对省各质量等级的旅游区(点)进行评定与复核过程的检查。
第十条旅游区(点)必须接受质量等级检查员的检查,并提供有关技术资料,为检查工作提供便利,不得对其工作进行干预,检查员要依据法律法规正确行使职权,不得徇私舞弊。
第十一条旅游区(点)质量等级评定后,如需关闭标准所规定的服务设施设备,取消或变更标准所规定的服务项目、规划内容、资源与环境保护措施,必须经原等级评定机构批准。
第十二条旅游区(点)质量等级评定后,因发生重大建设项目而降低旅游区(点)质量等级的,必须按程序向原等级评定机构申请重新评定等级。
第三章等级复核及处理
第十三条对已经评定质量等级的旅游区(点)每年采取部分复核与重点抽查相结合、明查与暗访相结合的方式,进行复核。至少每3年完成一次全面复核。
第十四条旅游区(点)质量等级复核工作由省旅游局质量等级评定机构组织和实施。国家旅游局质量等级评定机构有计划、有重点进行复核。
第十五条复核工作结束后,应由检查员写出复核报告,报省旅游局;AAAA级、AAA级旅游区(点)复核报告须抄报国家旅游局质量等级评定机构。
第十六条经复核达不到要求的,按以下方法作出处理:
(一)旅游区(点)达不到标准规定要求的,质量等级评定机构将根据具体情况,通过签发警告通知书、通报批评、降低或取消等级等方式进行处理;
(二)旅游区(点)接到警告通知书、通报批评、降低或取消等级等处理意见后,须认真整改,并在规定期限内将整改情况上报所属等级评定机构;
(三)凡被降低或取消质量等级的旅游区(点)自降低或取消等级之日起,一年后,方可申请重新评定等级。
第十七条凡旅游区(点)发生重大事故或极其恶劣的情况者,一次性直接取消质量等级。
第十八条各级质量等级评定机构签发警告通知书、通报批评、降低或取消等级的处理权限如下:
(一)AA级、A级旅游区(点)达不到标准规定,省旅游局质量等级评定机构签发警告通知书、通报批评、降低或取消等级。降低或取消等级的通知,依照规定报国家旅游局质量等级评定机构备案;
(二)AAAA级、AAA级旅游区(点)达不到标准规定,省旅游局质量等级评定机构签发警告通知书、通报批评,并报国家旅游局备案。如认为应作出降低或取消等级的处理,依照有关规定报国家旅游局质量等级评定机构审批;
(三)对需要一次性直接取消AA级、A级旅游区(点)质量等级的,省旅游局质量等级评定机构作出处理决定,并报国家旅游局备案;对需要一次性直接取消AAAA级、AAA级质量等级的,由省旅游局提出意见,国家旅游局审批;
(四)国家旅游局质量等级评定机构有权对各质量等级的旅游区(点)作出签发警告通知书、通报批评、降低或取消等级通知的处理,并在事前通知有关省旅游局质量等级评定机构。
第四章奖惩
第十九条对评定为国家确定的质量等级的旅游区(点),由县级以上人民政府依照隶属关系给予一定的奖励。
第二十条县级以上旅游行政管理部门负责将已评定质量等级的旅游区(点)及时向海内外公告,并纳入各级旅游促销活动安排之中。
第二十一条凡被降低或取消质量等级的旅游区(点),县级以上人民政府要予以通报批评。
第二十二条被各级质量等级评定机构签发警告通知书、通报批评的旅游区(点),县级以上旅游行政管理部门应在相应的新闻媒体上对景区(点)进行通报批评。
第五章附则
第二十三条旅游区(点)质量等级标准标志由国家旅游局质量等级评定机构统一制作、核发。任何单位或个人未经国家旅游局质量等级评定机构授权或认可,不得擅用。否则,将依法追究法律责任。
第二十四条旅游区(点)质量等级标志应置于旅游区(点)主要入口最明显位置,并应在其宣传广告等资料中标明其等级。
第二十五条本办法由市旅游局负责解释。
第二十六条本办法自2001年12月1日起施行。
